For me, Alther's Mill didn't drop one. Comment by 148727 didnt find it hard at all, got all my drops fairly quick in Alther's Mill. Comment by 135207 It doesn't matter where you go or what you do. The drop rate is still randomly generated throughout all the mobs. And said drop rate is still amazingly low.

The best place I found to get this stuff all in one place is Alther's Mill. Lots of Condors and Spiders, and the occasional Goretusk. But no one cares about the lack of Goretusks since you can find those guys in abudance near the flight path.

Complete "Underbelly Scales" (18), "Assessing the Threat" (17) as well as "Redridge Goulash" (18). Kill the condors to the northeast and max out your Lockpicking, completing "Alther's Mill" (20) as well.
